I recently started receiving an error whenever I reboot my desktop computer.  It tries to update the driver software and fails with the printer.  The message says "Windows encountered a problem installing the driver software for your device".  Below that it lists the printer device.  It also says "The driver cannot be installed because it is either not digitially signed or not signed in the appropriate manner".  If I run the HP Print and Scan Doctor, it will recognize the problem, then ask me to uninstall the driver, reboot the machine and reinstall the correct driver.  If I don't do this I cannot use the printer.  Is there a way to avoid all of this nonsense everytime I reboot?

I understand from your post that you have an HP Officejet 6500A e-All-in-One Printer and the computer tries to update the printer drivers upon restarting. This causes the drivers not to work, it says "Windows encountered a problem installing the driver software for your device" and "The driver cannot be installed because it is either not digitally signed or not signed in the appropriate manner. " I appreciate the steps you have performed and have certainly done a good job.I'd like to help you with this case. 

 

I recommend you to perform the below steps to isolate the issue and arrive at a solution: 

  • In Windows, search for and open Programs and Features.
  • Select your HP printer.
  • Select Uninstall.
  • In Windows, search for and open Devices and Printers.
  • In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
  • Open up the run command with the "Windows Key + R" key combo.
  • Type printui.exe /s and click OK.
  • Click on Drivers tab.
  • Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
  • Select OK.
  • Select Apply and OK on the Print Server Properties windows.
  • Close Devices and Printers.

Once you have performed the above steps, please download and install the printer drivers from this link:  http://hp.care/2hgkSTW

I'm sorry but this isn't working.  I can remove the software and device but the computer is unable to then find the printer.  I'm not sure if it is related to my security software (I'm using System Mechanic Professional) but I was unable to find any information about problems with printer discoveries using this package.

Thanks for replying with the results. I tried installing the same drivers on my Win7 PC and they seem to work fine.

I'm not sure how much of it will help but let us try to disable the security software and try to install the drivers. 

 

If the issue still persists then let us install the inbuilt printer drivers by following the steps from this link: http://hp.care/2hVq1P4. These inbuilt drivers are basic print drivers only. Please choose Deskjet 990c drivers from the list of drivers available while installing.
