When I try to do anything other than look at the status in the Embedded Web Server, I get a certificate error. Because Internet Explorer no longer offers the option to bypass this error, I cannot manage the printer/fax. I have checked the time as suggested in previous solutions, and it is set correctly.

That is unfortunate.
I cannot duplicate the error -- running IE 11 on Windows 10 Pro on a home network - "certificate" allows intervention to continue.

It is possible that whomever has set up your network has dis-allowed the practice of loading local sites within your network. If that is the case, you need to talk to your IT group for help.
Guessing:
You might try updating your Internet Explorer -- if the error is due to your version of IE AND if Internet Explorer for Windows 7 works (about) the same as IE 11 for Windows 10, you may be able to make use of the 'bypass' certificate setup in version 11.
Add the site to IE:
Tools > Internet Options > Security >
Trusted Sites > Local Intranet > Sites > Advanced > add address
