When i attempted to print it said i had a jam and to remove it. I could find no jam. Then it told me that it had not been restarted properly and to restart it. It repeated this behavior several times so i found the trouble shooter and ran it. Now the printer says its shutting down and has been for the last 30 min.

As I understand there's an error loop that there's a jam though you've checked and there's no such Jam,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Did you check the input tray, Ink cartridge access area & the ADF to ensure there's nothing stuck anywhere?
Did you make sure the carriage can move freely?
While you respond to that, here's a few things you can try:
Step 1: Clear jammed paper from the printer
Paper jams can occur in multiple areas of the printer. If you cannot find the paper jam in one area, continue to the next area until the jam is located.
Step 2: Make sure the carriage can move freely
Make sure the carriage moves freely across the width of the printer.
Step 3: Clean the paper feed rollers
Dust, paper fiber, and other debris might accumulate on the paper feed rollers and cause paper jams and paper feed issues. Clean the rollers inside the printer, and then try to print again.

I rechecked it for the third time. There is no jam. The printer is new and as clean as the day I purchased it, The loop where it says the printer has not been shut down properly after restarting it repeatedly and the excessive shutdown time suggests a software issue.

I feel as though you've missed the link I had shared in my previous post,
Here's its again (in case you did) considering you've not mentioned any steps related to the same,
The below is the glimpse of what you have to do next:
Step 4: Reset the printer
Sometimes a paper jam error persists even though there is no jammed paper (false paper jam). Reset the printer, which might clear a false paper jam error, and then try to print again.

Turn the printer on, if it is not already on.
-
Wait until the printer is idle and silent before you continue.
-
With the printer turned on, disconnect the power cord from the rear of the printer.

Unplug the power cord from the wall outlet.
-
Wait at least 60 seconds.

Plug the power cord back into the wall outlet.
NOTE:
HP recommends connecting the printer power cord directly to the wall outlet.

Reconnect the power cord to the rear of the printer.
-
Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
-
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.
Try to print. If the error persists, use the copier to print without using a computer to rule out any software issues,
If the issue doesn't occur when using the copier (Standalone printer) we may need to upgrade firmware and reinstall drivers.
