Follow all of those steps in order.
That is how I got it to work. My printer is doing just fine now. No errors of any kind.
Two computers - Windows 7 Pro and Windows 8.1!

We do not use the HP Utility software. Very straight forward printer setups managed on the server. I am finding the HPLJ 4250 PCL 6 driver to be the driver I have to clean out and reinstall each time this problem occurs though. I do not know if that has anything to do with it possibly just a common thread in this problem.

I was able to solve this with the post where SuperMario1 on 12-19-2013 03:58 PM provided step-by-step procedure. The clarification to those instructions I needed was finding the L3 uninstall bat. I was looking in %temp% for a folder 7zCCC or 7zUtil and there were none. Turns out the file to run is: %Temp%\7zS4B0B\util\ccc\Uninstall_L3.bat.
Once the patch and this bat were run, and with McAfee scan off, it all installed correctly and tested fine.

I've had this problem for months ... been able to print using the generic Windows Printer, but WHAT IS THE POINT of having an "All-in-one" if the Scan and Fax functions don't work properly.
I note, Jim, that you posted in February this year, it's now november and there is still no resolution of this issue ... I guess that tells ut, the current HP customers, and any future customers just what HP thinks of us.
My Canon works just fine ... as does every other software product I have on my PC ... only HP is giving trouble and providing HOURS and HOURS of misery.

The post I did in February has my resolution.
It has been working just fine since I did it. Check it out and try all the steps in order.
That is what I had to do. It worked.

I've been going at this for hours and hours today alone ... I've installed the SPxxx patch, I've been doing L3 / L4 Uninstalls till my eyes bleed ... I've removed the other printers ... uninstalled (temporarily) my Antivirus s/w ... I've run CCleaner ... I've disabled all the non-essentail services ... disabled the printer spooler service ... tried from a new admin user ... refreshed Windows ...
... tried and retried yours and Mario's suggested steps.
... I'm a 26 year veteran as a Computer S/W professional ... and I am B*****ed if I can get this S/w installed ... I pity the poor guy who's starting out with his first PC and an HP device!
Glad it worked for you ... I'm off to try again ... one last time
