I am running the exe as an adminsitrator, so do not know really what the issue is 😞

Please read this post then provide some details.  What operating system? What is you antivirus program?  I have seen some cases where AV programs block exe files downloaded from the internet.  If you are on a domain network it may also be an issue where the network administrator has set group policies that prevent running downloaded exe files.

I just downloaded the program from http://123.hp.com/setup and it ran sucessfully on my Windows 10 Home system, it found four printers on my network.

Firstly thanks for the reply. Appreciated

OS is Windows 10 Enterprise. AV is Windows Defender latest version

Is there any alternative, than disabling the AV ? Tries putting in windows tem folder and running the exe as an adminstrator - no luck 😞

There are a few possibilities.  Rather than download the generic setup program that needs to sniff the network and then download the driver you might try downloading the driver directly. The full featured or basic drivers are available from HP here.  The basic driver has the same driver, but has less extra stuff.  You might give this a try if the full driver will not install.

I have not seen Windows Defender cause issues blocking HP driver installation.

It is possible that a group policy may be set restricting outside programs. There are some discussions here that may apply:

Sorry I cannot be of more help.  I was a Microsoft MVP from 2004 - 2014.  I  used to have access to MSDN/Technet that allowed me to download various versions of OS' and other software I would not otherwise get.  I played a bit with Windows 7 Enterprise but never had access to Windows 10 Enterprise.
