EVERYONE,
I have received an official answer from HP.
The exchange program is available ONLY IF YOU PURCHASED YOUR PRINTER DIRECTLY FROM HP. If you purchased an HP printer from ANYWHERE ELSE, you CANNOT exchange your cartridges and are stuck with them.
If you purchased your printer directly from HP, email: isbescalationteam@hp.com with your request.
Unfortunately, I did not buy the printer from directly from HP.com. I purchased it from Costco. Therefore, I was not able to return the cartridges:

Thank you for the information.
Please be informed Ink Exchange program is provided to those customers whose printers are upgraded directly from HP. Here, since printer was not purchased from HP directly we will not be able to exchange ink cartridges. We apologize for the inconvenience caused.

I reviewed your post and I understand that you have few unused cartridges and wanted to know how to get them exchanged.
I’d love to help!
I recommend you to contact phone support to check the available options to get the cartridges exchanged.
Follow below steps to contact support.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on HP contact options - click on Get phone number
