You will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work.  HP's web page on the subject is here.

HI

Thanks for the info!  So if I follow the "Contact HP" link it just directs me through to self-help options and directories of questions.  How do I get an actual contact number or email for HP?

The document here has a listing for in-warranty products.  The regionalization reset should be covered under warranty (based on the cartridges) even if the printer is out of warranty.

From Google translate:

Products within the manufacturing warranty: On our support website,support.hp.com/de-de/ you can find HP drivers, troubleshooting information, diagnostic tools, documents and videos, detailed product information, and HP Customer Care. To get quick support, create a support case online at support.hp.com/de-de/contact-hp/ before calling: +49 (0) 69 2999 3434.

Only a limited number of agents have access to the regionalization reset procedure, you may need to ask for someone qualified for this.  "Regionalization reset" should be the magic words to request.  I have heard that,  in the US at least,  the phone number may suggest callers go back to the forum for help.  If you stay on the line a human should answer.  If you have issues with the above number please post back here.
