I am posting again, having spent a lot of time - including on the phone with HP support - trying to solve this problem, which I have now fixed and re-fixed several times. For the benefit of others who are frustrated. I am sharing what I have learned through trial and error:
1) Do try unplugging the printer while it is turned on. Try and try again. It may eventually work.
2) Try holding down the power button, as the printer cycles through several on/off sequences. Then release. This also may eventually work.
(As a side note, once the stuck cartridge problem was solved, I encountered the alignment page that would not print problem. If you have that problem, too, try moving the ink cartridges to the left and then unplug the machine, as the machine is making the noise of moving the cartridges back into place. This reliably worked for me.)
Both of the above worked for me, but then I re-encountered the problem, and neither worked for me. At that point, I beacame more creative. I unplugged my printer and held it about five inches above a hard floor with a thin carpet. I let go. The printer dropped with a thud. When I plugged it back in, all problems were solved!!! That was several days ago, and it has been woring perfectly ever since!!

You have got to be kidding me! I had the OXC4EB827F error message. The printer carriage would not move and there was a quiet, but high pitched whining noise coming from the printer whenever I turned it on. Tried plugging and unplugging multible times and nothing worked, so I unplugged it and tried the "drop from 4 - 5 inches off the ground." When I plugged it back in, it booted up and printed perfectly! Not the most conventional way to fix things, but it worked! Now I just hope it keeps working. 🙂 Thanks for the suggestion!!!

My daughter called late at night from college in a panic as she could not print a paper that was due the next day.
As a last gasp effort, we tried the "Drop it from 5 inches"
Totally crazy but ...
.... IT WORKED!!!!
