Hi @zfarley_IT_Guy,
Try a factory reset via the Preboot menu.
To Access the Preboot menu:
1. Turn the product on.
2. Press the Stop button when the Ready, Data, and Attention LEDs are illuminated solid.
3. Use the Down arrow button to navigate the Preboot menu options.
4. Press the OK button to select a menu item.
Scroll to Administrator >> Startup Options >> Cold Reset.

99.09.64 Disk malfunction:
The error code indicates that the hard disk drive has failed.
Recommended action
Replace the hard disk drive.
Get in touch with HP Support to replace the hard drive.

Access the Preboot menu
1. Turn off and turn on the printer.
2. Press the Stop button when the Ready, Data, and Attention LEDs are illuminated solid.
3. Use the Down arrow button to navigate the Preboot menu options.
4. Press the OK button to select a menu item.
Scroll down to Administrator >> Clear Password.
