I am unable to install the driver updates for my HP LaserJet 1020, USB connected, under Windows 7 x64. Running the lj1018-1020-1022-HB-pnp-win64-en.exe file, it will just hang on the 'waiting for PnP to finish installing driver ...' portion. Attempting to install from the Add a Printer panel will produce an error:
'Windows can't install the HP LaserJet 1020 kernel-mode print driver.' Windows Update has a fix dated Jan 9, 2013, but fails to install it.
Help would be appreciated...

Have you tried to install the printer on another computer? This will help isolate the problem. What about another USB port or USB cable? Sometimes this can interfere with the installation when it attempts to communicate with the printer.

I have another computer but it is not running Win 7 x64. I've tried assigning new USB ports, using different USB ports on the computer, uninstalling/reinstalling all HP software, unplugging all other USB peripherals...nothing. I even tried an older beta driver and universal print drivers.

Try running the HP Print and Scan Doctor and let me know what happens. It is a diagnostic utility that may be able to find and resolve the problem.

You mentioned having another computer but that it was no running Windows 7. I would still like to know if the printer finishes installing on it? If so it is a problem isolated to your Windows 7 machine, however, if the problem occurs on the other computer as well then it could be related to the printer itself.
