'Error 1603" is when a fatal error occurrs during installation. I have listed a couple of documents that should help you with your error code and re-installing your driver:

A 'Fatal Error' (MSI error) Displays on the Computer During HP Software Installation in Windows

Fatal Error 'Error 1603

Seriously, why can't HP just build drivers that work... why do we have to come here just to click MORE links on how to fix your screw ups.

It's unbelivable.

EDIT: OMG, I just clicked the link on how to resolve this... are you friggin kidding me? Stop this service, register this DLL, restart this services, kick your printers, drop a duece... come back and restart the PC while spinning on your head... HP really is pathetic.

The trick is to run that command, by drilling down with explorer to the folder where the HP TCPMON.msi is found (will be either 32 or 64 bit.)

When I run it, it complained about not having access to My Documents, which was pointed to on a remote server, which, when I first was installing the HP software, was not reachable. After making sure that folder was reachable, I run the installer again and all was happy.

Most likely it's just some folder isn't reachable, and you can see what the folder is, if you run the MSI yourself, rather than under the main installer, which masks the error and throws the 1603 code.

Hope that helps someone.

Thanks ATechGuy, it works!

The Documents folder on my system was also pointing to a network location and setup was giving the 1603 error code. After changing the Documents folder to its default location the setup finished without any problems.

This error occurred on both Windows 8.1 and Windows Vista.

Hi, I've both ran the HpTcpMon64.msi (it gave no error) and changed the location of the documents folder to local folder, but even after restart, still getting the same error.

Any suggestions will be appreciated!

If you have disconnected mapped network drive associated with you documents library, you need to either reconnect the drive or share a local folder and connect the missing drive letter with that share.  you will get a invalid drive letter if you try and update adobe products as well.  Hope this helps

That worked as well for Win 7 professional. Thank you very much.

Hey HP redirected folders are kind of the norm in a professional environment. Maybe you should make the adjustments so your software installs without a workaround.

Just sayin'

This is my issue.  The location that this is pointed to is no longer available.  Its a network location that is no longer valid.  How do I reset this so it isnt looking for this location?
