Does the printer have a JetDirect card installed?
If a JetDirect is installed power off the printer and remove the card and see if it will initialize.
You can reseat the Firmware DIMM and any memory installed on the Formatter, note that the Firmware DIMM has to be installed for the printer to work, and it has to be in the correct slot.

It appears that few of the basic steps are already performed, but I would like to share my inputs as following:
Try to power on device when all installed accessories (duplexer, network card, additional paper input tray) are removed and device is in stand alone mode (disconnected from network/computer).
Try printing engine test page and if it is successful, then most likely this is a hardware issue related to memory dimm/formatter.
Click the 'Kudos Thumbs Up' if this was helpful. Thank You!

I have a laserjet 4250 that gets stuck on the memory test at 112 MB, or so. It never gets to ready, and no combination of menu or ready or stock or any of the buttons does anything. Is it time to retire this printer?
