I just purchased this printer in August 2015 and it keeps jamming every two pages. The most I got it to print at once was 15 pages when I used tray 1, but then it started jamming as well. The issue started 3 weeks ago. I finally unplugged and switched to a different printer. Any help appreciated. I have done the obvious things such as turn it off, restart, tried on another computer, checked for stuck paper or small pieces. Nothing has worked. It is brand new.

That's an error generated for the fuser and paper exit area. I would contact the company you purchased the printer from and let them know what it going on, if you havn't already. It possible you have a bad/old fuser or a damaged or blocked sensor. I don't mind trying to help you solve the problem, but I don't want to frustrate you either. The fuser for this model is not something you can easily take out if you havn't before, and I'm pretty sure it's not a customer replaceable item.
You can print with the rear door of this printer open and the paper will exit the back of the machine. Pull the rear door open one click (about 45 degrees) and try. If the paper comes out ok without jamming, then the problem is probably with the exit sensor located near where the paper comes out of the top of the machine. You'll see one skinny black plastic tab in the center, and two larger black tabs on either side of it. The should move freely without sticking.
If the paper still jams, then the problem is probably with the fuser. Either way, the company you purchased this from should be willing to help you out if there is a defective part or loose connection somewhere.
Are you printing on just plain 20# bond 8.5x11 or something heavier like cardstock or labels?

Where exactly is the paper jamming?(examples: won't feed from the tray, under the print cartridge, in the fuser, at in the exit area)
Can you print or view an event log and give the specific error message?
Event-log messages
Print an event log
1. Press the Menu button .
2. Press the down arrow button or the up arrow button to navigate to the DIAGNOSTICS menu,
and then press the OK button.
3. Press the down arrow button or the up arrow button to navigate to the PRINT EVENT LOG
menu, and then press the OK button to print.
Show an event log
1. Press the Menu button .
2. Press the down arrow button or the up arrow button to navigate to the DIAGNOSTICS menu,
and then press the OK button.
3. Press the down arrow button or the up arrow button to navigate to the SHOW EVENT LOG
sub menu, and then press the OK button to print.

Regular 20# 8.5x11 paper.
It will print without jamming if I leave the back door open like you said.
The skinny black tabs; they move freely but if I move the middle tab, the tab to the right moves with it, the tab to the left does not. BUT if I move the tab on the far left, all three tabs will move in unison. Is that normal?

That is normal operation for those tabs- the skinny middle tab and one on the right are what actually trigger the sensor- probably that sensor is bad (which is very very rare) or just not properly connected to the board (much more likely).

There are some more advanced tests you can do, sensor and paper path tests and such- but I would seriously consider having the company that sold you this printer do that stuff- make them earn your business!
If they won't, I'll be happy to walk you through that.

But when you get a new in warranty machine you shouldn't be doing that kind of work.
Also when you get a new machine with a problem you should contact HP immediately because then you can get a case number and go back to your supplier who can get you a new replacement. If you let that same machine sit too long then you will either get a refurbished machine or your machine will be repaired.
