Okay, I rubbed the rubber roller with a cloth, roughed it up a bit with a nail file and no luck. So, I tried dampening the edge of the photo paper after placing it in the tray and it worked! Okay, so it seems the roller is just too dry to grab a slick surface. I then took a damp rag and wiped the roller with it. It worked for two back-to-back prints (I didn't try more). This fix is probably not recommended by HP, but then, HP doesn't seem to recommend anything that works for this printer.
