How do I enlarge a picture on something I'm printing?

This should NOT be so hard!!!  I'm trying to reduce or enlarge a picture I'm printing but to save my life, can't figure out how!!!

To assist you better, are you using the HP Smart app to print?

1. Select the image

2. Tap 'Print', 'Print Preview' screen will show up

3. Tap Image, 'Transform' screen will show up

4. Tap 'Resize & Move'
