I have had the same problem with my HP 4630 all in one printer. There is no option to scan as a pdf under document scan. I have tried uninstalling and reinstalling. I have tried it on 3 seperate laptops. I've tried it with windows 7 and windows 8. There is NO option to scan as a pdf under any of the scan options. What else can I do? The printer is new and my computer is new... the only optional scan formats are JPEG, PNG, TIFF, and Bitmap

The documentation appears to say that Scan to PDF is indeed in there somewhere; of course, what is said and what you are seeing are apparently separate.
To make sure you have at least set up the software as best as can be expected, do make sure you have installed the Full Feature Software, which will provide the options available for your printer.

- If the computer has recently been migrated to Windows 10, you may need to remove the existing printer software > reboot > download and install fresh copy of the Full Feature Software > reboot
