Hi! @Frankho, Thanks for stopping by HP forums!

I understand you need to know how to restore the printer back to factory settings.

Don't worry I'd love to help you out.

Did you make any changes to your printer?

As you mentioned you are getting error Turn power off then on again on your printer.

Try the steps recommended below.

Press the Power button () to turn on the product.
With the product turned on, disconnect the power cord from the rear of the product.
Unplug the power cord from the wall outlet.
Wait at least 15 seconds.
Plug the power cord back into the wall outlet.
Reconnect the power cord to the rear of the product.
If the product does not turn on by itself, press the Power button () to turn it on.
If the error message does not display, proceed to the next step to reconnect the data cables and devices.
If the error message displays again, skip to the solution to check the power connections.
If a different error message displays, search for another document that addresses the exact message you see.

Also, try the steps recommended below to restore printer back to factory settings.

From the Printer menu
Press the home button to access the home screen.
Select Settings
Under settings
Select Restore Factory Defaults

Refer this article to further troubleshoot Turn Power Off then On error message on your printer.

Let me know if this works!

Have a great weekend ahead! 🙂
