Using Firefox Browser
I finally found where I can go to set the header and footer settings: file then page setup
However, I don't know what numbers to put into the top, bottom, right and left margins so that the header and footer prints out when I print out anything.
It is only printing out the bottom half of the top header and bottom footer.
Also, how do I print out just a "selection" of a page. I highlight the part that I want to print only, but I don't know how to do that.
Any assistance is greatly appreciated.

The formatting issues you are having are a matter of the browser you are using and the formatting that it allows. There are add-ons to your browser that may allow you more features, but that would depend on the app itself. Also you might check out one of the other browsers (Chrome or IE and see if they have the features you are looking for.
As for printing only a section of the page, I would recommend using the Snipping-Tool (you can just type that in the START menu and type that program) this will allow you to essentially take screen shots of only the areas you want to print. You can then print them or save them or do both.
