Problem started as a failure to print black. I replaced the cartridge. Still didn't work. I then searched YouTube for a solution and cleaned the print head as suggested. No luck. Then I replaced the print head and the four cartridges. Still no luck. Talked to an "expert" online who suggested I reload the drivers, and I did what I thought did that, and I did a diagnostic from the HP website, which confirmed the right drivers are in place. I tried turning the printer off and on several times...to no avail. Now, I get an error message on startup. First the printer tells me to load paper. Then it tells me "Ink System Failure" Oxc19a0013, and I cannot restore any useability to the printer. Do I throw it away and get a new one, or is there something else I can do?

This looks like a possible hardware failure with the printer. Typically this message means that the ink system has failed.
Let's try these steps here:
Let's start off by performing a update on the printer:
If your printer connected wirelessly, make sure to temporary connect the device with USB and then follow the link to install the latest firmware update on your printer from our HP support website. Alternatively you can also try to update the printer firmware directly from the printer control panel.

If the issue persists, I would suggest here is to do a hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector.
With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
Remove USB cable, if present.
Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.
Turn on the printer and wait till warm-up period finishes and the printer is idle.

If you have followed the steps suggested and still having the issue. I would personally suggest this could be a possible hardware failure with the printer or the printhead itself.

Thank you for your help, Jeet. Unfortunately, I'm in the same place I was when I first posted. Since I've reinstalled the driver, cleaned everything twice, replaced the printhead and all the cartridges, did several hard resets, etc...following your instructions and that of the Scan and Fix process...I'm at the end of my rope and will now replace this printer. So far as I can tell, there is no local service facility. Have a good day, sir.

I am afraid that the issue could be with the printer hardware. You can contact HP support to get printer service or possible upgrade options.
