Welcome to the HP Forums. I would be happy to help you with your HP Deskjet 3930 printer. I understand that you are unable to find printer driver to install printer and you have already done some preliminary troubleshooting.
Don't worry though as I have a few steps to determine the issue and find a solution as well,
Install printer using the built in driver.
Set Windows Update to automatically download driver software.
Connect your printer to the computer.
Install the print driver with the Add a Printer wizard.
Print and scan a document and check.
Click here and follow the steps mentioned in the document to perform above mentioned steps.
