have Windows 8.1 and the printer works, and I can copy, but IT WON'T SCAN. I've tried using the Print and Scan Doctor. The power button on the printer starts blinking and nothing happens. I've tried reinstalling and nothing.

A very warm welcome to the HP community. A very good day to you.
I understand that you have an HP Deskjet 1510 All-in-One Printer and it does not scan. I read that the printing works fine. The HP Print and Scan Doctor couldn't fix the issue. The power button blinks and nothing happens. You've done a remarkable job performing the steps.
I would like to know the following information to assist you better:
- Is the printer able to make a copy?
- Is the printer connected to a wall outlet or to a surge protector?
Meanwhile, I did some research and suggest you to perform the following steps:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
Please try to make a copy and check if the scanner bulb inside the printer glows or not. If the bulb does not glow then it indicates a scanner failure and you may contact our HP phone support to explore the hardware service options.
If the scanner bulb glows and the printer is able to make a copy then please follow the below steps to uninstall the printer drivers from the root level and reinstall them:
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
You may download and install the drivers from this link.
Alternately you could use the HP Scan and Capture application to scan.
