In some network environments, disabling SNMP has been shown to fix printer offline problems.
Search Windows for devices, and click Devices and Printers in the list of results.

My printer does not show a TCP/IP port under Printer Properties. Should I do anything about that?

I did not receive a USB cable with the printer. What are the specifications for the cable so I can buy one?

The USB cable is a standard A/B USB 2.0 cable, less than 10' in length.

 

As for the TCP/IP port - this will show up in the printer's Port settings if you are connected to the printer with a network connection (wired or wireless).  If you go to the DEvices and Printers port, right click on the Officejet 8610 Series, Printer Properties, Ports, what port is selected?

 

How is the printer connected? If the printer is conencted by LAN cable to your router or is connected by wireless you can find the settings from the front panel - touch the front panel, swipe to find the "Settings" icon on the right side, Network Setup.  

 

The Print and Scan Doctor from  http://www.hp.com/go/tools may help resolve the issue.

Wireless connection - although keeps showing "Offline" - WSD port. 

 

I've tried the Print and Scan Doctor several times but it keeps hanging--I've let it run 4 hours and it never stops. I've deleted it and downloaded it again a couple of times, rebooted, but no luck.

 

I printed (directly from the printer) a Wireless Network Test Results - "No problems found."

OK, the wireless test page should list on it the printer's IP address. Check the IP address you find there by entering it in your browser, it should open the printer's Embedded Web Server (EWS) that would look something like this:

If the EWS opens then it means the computer can "see" the printer.  In this case I would suggest setting the printer port to match the IP address of the printer as follows:  click Start, type "devices and printers" without the quotes.  Select Devices and Printers (control panel).  Right click on the Officejet 8610 series, select Printer Properties, Ports,  Add Port..., HP Standard TCP/IP port, New Port..., Next, Put the IP address from the test page in the "Printer Name or IP address" box, check the box for "Always print to this device...", Next.

It did not open the printer's EWS. I tripled checked the IP address, and I tried it on Opera, Chrome, Edge, and IE (all latest updated versions).

Take a look at the first page of the HP Network Configuration Page from the printer.  Find the 802.11 Wireless section and look for the Network Name (SSID).  Next look at the last page of the report.  It should list the "Number of 802.11 networks discovered" followed by the networks found.  Are there other networks (perhaps a neighbor's) with the same SSID? 

 

In the IPv4 section on the first page find the IP Address for the printer, perhaps something like 192.168.1.103. If the IP address starts with 10.1 or 169. then the printer is likely not picking up an IP address properly from the router.  Next on your PC click Start, type cmd.exe and then select Command Prompt.  When the command prompt opens type IPCONFIG.  This will give you the IP address of your computer.  Compare the printer and computer's IP addresses.  For a typical home network these should be similar, with the first three octets the same.  For example, mine is currently 192.168.1.112 which is on the same network as my printer's 192.168.1.103.  Are the IP addresses similar?

Thank you again for taking the time to respond--much appreciated! Here are the results of my investigations in response to your suggestions:

 

Are there other networks (perhaps a neighbor's) with the same SSID? - No.

 

If the IP address starts with 10.1 or 169. then the printer is likely not picking up an IP address properly from the router. - No.

 

Are the IP addresses similar? - I think so, but I'm not positive. (What is the difference between the IPv4 address given by IPCONFIG vs. the public IP address provided by online "What is my IP?" services?)

Fixed! 

 

I did another powercycle of my network and it assigned a new IP for the printer, which fixed the problem. 

 

I had done a powercycle a while back, but I might have done it incorrectly (?).
