Neither the fax nor the scanner will feed. I place a sheet of paper on the upper feed tray, and I put in the phone # and hit black and the paper doesn't move. I see the dial happening, and I get the print out saying the fax was sent afterward, but the paper in the tray doesn't feed.
When I try to scan with the paper in the top tray, I have the same experience. Everything else seems to work, but the paper isn't fed into the scanner.

Welcome to the HP Support Forums! 🙂 I see you are unable to Fax or Scan using the ADF on your HP Officejet 5740, when you attempt to use it, the printer shows it printing but the paper never gets pulled in.
When you are attempting the Scan or Fax, are you selecting where the paper is to be pulled from, glass or automatic document feeder?
I would like you to take a look here: Scan Using Full Feature HP Software (Windows 7)
If you are using the HP Scan software, you need to select either Flatbed Glass or Automatic Document Feeder, you can change this by using the drop down option in the software. See image below:

I am also having issues with my document feeder on the HP officejet 5740. It's brand new and I set it up through my smartphone. When I try to fax or copy using the ADF, it's not recognizing that there is any paper loaded in the tray. I'm scanning through the printer itself, not from the computer. I looked through all the settings on the printer itself, but I'm not seeing any way to switch from flatbed scanner to ADF.
