When I try to print on my HP 5740 InkJet I now get an error message stating that I do not have permission to use this printer and that if I need access to contact my network administrator. I have tried to go into the software installed on my computer to check the control settings and instead of opening the usual control panel it acts like it wants me to setup a whole new printer. How do I fix my ability to print?

Hi! @TW95, Welcome to HP forums.
I understand that you get an error message you do not have permission to use selected printer.
Don't worry i will try to help you out.
Please try few steps recommended below.
Turn on file and printer sharing
1. Open Advanced sharing settings by clicking the Start button, and then clicking Control Panel. In the search box, type network, click Network and Sharing Center, and then, in the left pane, click Change advanced sharing settings.
2. Click the chevron to expand the current network profile.
3. If printer sharing is off, under File and printer sharing, select Turn on file and printer sharing, and then click Save changes. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
Printer permissions determine which printer properties you can manage, such as renaming or sharing a printer, allowing or removing access to the printer, and determining who can manage documents or properties for the printer. Printer permissions are typically managed by the person who installed the printer or, if the printer is connected to a business or enterprise network, by a system administrator.
1. Enable the account on the computer that is hosting the shared printer.
2. Navigate to the location:C:\Windows\System32\Spool folder, grant the Everyone group Read and Execute, Read, and List Folder Contents permissions.
· To apply permissions to a file or folder
If you need to manually apply permissions to a file or folder, follow the steps below. Manually applying permissions is something that only advanced users should do because you might end up with unintended results.
1. Right-click the file or folder, and then click Properties.
2. Click the Security tab, and then click Edit.
3. Do one of the following:
o To set permissions for a user that is not listed under Group or user names, click Add, type the name of the user or group, click OK, select the permissions, and then click OK.
o To change or remove permissions from an existing group or user, click the name of the group or user, select the permissions, and then click OK.
On the client computer, log on as the user and add the printer.
You may also try the following workaround:
1. Open Printers by clicking the Start button, clicking Control Panel, clicking Hardware and Sound, and then clicking Printers.
2. Click Add a printer.
3. In the Add Printer wizard, click Add a local printer.
4. Click Create a new port. Make sure Local Port is selected in the list, and then click Next.
5. In the Port Name dialog box, type \\computer name\printer name, and then click OK.
6. Complete the rest of the wizard, and then click Finish.
