When I try to print a photo the photo paper tray feeds to the back but won't feed the paper. It will work every once in the while. Running Windows 7 (32 bit). Everything else works fine.

As I understand your HP Photosmart printer will not print a photo from the photo tray. I'll be really glad to help you with this,
To provide you with an accurate solution, I'll need a few more details:
What is the size/type/weight of the photo paper you are using?
In the meantime, let's try these steps here:
Please make sure that the printer is connected directly to the wall outlet and not to the surge protector.
Remove all the ink cartridges and then try to perform a Hard reset on the printer.
With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
Remove USB cable, if present.
Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.
Turn on the printer and wait till warm-up period finishes and the printer is idle.
Now insert the ink cartridges and then try to print a test document and check if it works.

I have since figured out that 4" X 6" works fine. 5" X 7" paper in tray moves to the back bur feed rollers won't feed it any further. I have blown it out with air thiking maybe a sensor was dirty, no affect at all. I tried everything you have suggested. Is there a master reset sequence I could try?

I understand that you are having issues with 5 X 7 inches where it does not feed paper. Don't worry as I have a few other steps which should help to resolve the issue,
Let’s first try and make a “photocopy” to determine whether the issue is with the printer or not. Place a document on the scanner glass and choose “Copy” option. If the printer is making a good copy, then the printer hardware is fine.
Alternatively, you can take 10 blank photo paper and check if it feeds, if the issue persists, I would suggest this could be an issue with the sensors. the master reset may not help to fix the issue,
