The troubleshooting steps in this document may help, especially checking the vents. If that does not resolve the issue the post here may help.

Hi rockbasso, have you checked that the Yellow cartridge is vented properly?
- If the cartridge has a clogged vent, try cleaning the vent with a pin.Figure 11: Close-up photo of a clean cartridge ventFigure 12: Close-up photo of a vent clogged with adhesive

Thanks for the tip on venting. This venting thing is new to me. Ironically, the yellow cart began working once I turned the machine off then back on. Go figure. Then the black cart began printing horribly and I had to clean the heads again to fix that. All in all, this has used up a lot of ink which makes me pine for the good 'ol days when HP built the heads onto the cartidges. The B209 is like having a Hummer in that it sucks ink like no tomorrow! I've already purchased an HP 8600 to replace it and it's going up to my mothe. Too many more issues thougn and it's going to the electronic recyle bin. Sad to see HP creating such a dog of a PSC. -- Former HP Employee and current HP stock holder.

Don't use water. The ink is soluble in rubbing alcohol so let it soak. Use lint free coffee filters to gently wipe the contacts and print heads that can be removed using the levers. . U tube is full of videos about other printers having this problem.
I would suggest NOT using alcohol as this may cause delamination of the printhead electrical layers, leading to a necessary printhead. The post here may help.

My Photosmart Printer wasn't printing black. I was going to actually wash the print heads but instead of this I took the advice buried in one of HP responses that the new HP ink cartridge ( good till 2015) may be defective. Took my black ink cartridge back to Staples, got a new one free and Surprise! The new ink cartridge works fine and I'm printing black again. So problem has been solved for me.
By the way, if you google, you'll find Canon printers folks complaining about problems like this as well. My Photosmart Plus B209a has been printing with a few problems that I was able to fix since 2009.
