This is a brand new printer just set up. It recognizes and prints plain 8 1/2 x 11 paper, but it won't recognize 4 x 6 photo paper.

As I understand that your HP ENVY 7645 is not recognizing 4x6 paper.
Need not worry, try below troubleshooting steps which will fix this issue.
- Load photo paper into the main input tray.
- Right-click the photo you want to print, select Open with, then select Windows Photo Viewer or Paint.
- Right-click the photo you want to print, select Open with, then select Windows Photo Viewer or Paint.
- Create the new custom paper size.Click here for reference.
- Select the new custom paper size.
Click here for the document which will be of help.

My problem is the opposite. My settings say plain paper, but when I press say draft, I get a message box saying keep these settings or will change it back later. Then I can only print 4x6. This just started yesterday. How can I find the problem? I know it must be a setting, but for the life of me, I cannot seem to find it. Thanks! Steve

As noted in the above complaint the printer does not recognize that it contains photo paper. So it only tries to print on plain paper. The menu screen on the printer only the "main tray" with paper, but not the photo paper tray.

2. Operating System installed (if applicable)
• Example: Windows XP, Windows Vista 32-bit, Windows 7 64-bit
3. Error message (if any)
• Example: ""Low disk space"" error in Windows
4. Any changes made to your system before the issue occurred
• Examples: Upgrading your Operating System or installing a new software; or installing new hardware like a printer, modem, or router.
