Are you trying to scan images or documents?
If you are trying to scan images, save them in the .png format as it retains the image quality.
Also, refer to the document HP Printers - Improving Scan Quality for help.

The problem with the jpeg artifacts is independent of the file type. So saving in a lossless format (png, bmp, tif) doesn't resolve the issue. It looks like the jpeg compression is done by the scanner's firmware to speedup the scanning process by lowering the amount of data to transfer over the network.
It looks like i'm facing the same problem as discussed in this thread:
But in my case setting the option "optimize for image quality" seems to have no effect at all.
The scanner is able to transfer image data without jpeg compression (aka raw data) as this is proven by using Vuescan.
Somehow the HP tool doesn't do the job...

Have you tried using the HP Smart App to scan? If no, install the app and try scanning.

Just tried, no difference. I used the save to pdf option as this app doesn't support any lossless file format?!? What the heck HP?!
There is no optimize for image quality option either. Only a compression level setting low/medium/hi (I had expected NONE as an option here!!!). That is just the point, i want uncompressed (aka raw) image data. No compression due to the file format and no compression due to the scanner's firmware to save bandwidth/speed-up data transfer. Disappointed... 😞
