Kinda similar problem with psc 1400. After replacing print cartridge the printer went nuts making loud mechanical banking sounds and eventually lighting the paper issue lamp. It turns out that there are two tabs on a plastic roller that are sticking up and blocking the cartriges as they move back and forth. Looks the the printer is low cost scrap.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.

 

I understand that you have an HP PSC 1400 All-in-One Printer and after replacing the cartridges, the printer makes a loud mechanical noise. 

I read that there are two tabs on a plastic roller that are sticking up and blocking the cartridges as they move back and forth. 

 

 

I would like to know the following information to assist you better:

  • Could you check the page nos. 31 and 32 of the user guide and tell me which tabs are you exactly referring to?
  • Did this issue start right after replacing the cartridges?

 

Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix: 

  • Disconnect the power cable from the printer while the printer is still ON.
  • Disconnect any other cables if connected the printer.
  • Press and hold the printer’s power button for 15 seconds.
  • The printer should be directly connected to the wall outlet and not to a surge protector. Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
