My HP printer is printing blue instead of Blach on certain item such as pictures that I have copied from the web. When I copy typed texts from my Documents , it prints black. I am using windows 10 on a Dell desktop.

Please read this post then provide some details. What printer model?
The most likely cause is your printer is using the color cartridge(s) to print the pictures and other graphic items, and your color is not working for yellow and magenta. Generally color will be used for graphics because the droplets are much smaller and give a finer print quality. Depending on your printer model there may be an option in the driver for "Print in grayscale" and "Black ink only".
