I am unable to login with the administrator password and fear it may have been changed somehow. When I go to Resets -> "Reset Factory Settings", it claims to have restored factory settings but does not reset the printer hostname or admin password.  When I print configuration after this, it still says "Admin Password - Specified."

 

How can I actually perform a cold reset such that the admin password is reset?

The NVRAM reset did work - the key is that it doesn't say in the manual that the NVRAM reset also resets the device password. In my hands, the NVRAM reset performed like I hoped "reset factory defaults" would, and did not reset the serial number.
