I found that "Scan to Computer" was disabled when I set up my new OfficeJet Pro 8035e all in one printer.  You may have the same issue and are looking for a solution.  

 

From within the HP Smart app:  Go to Settings, Security, Administrator Settings... Scroll down to Webscan from EWS. Enable Webscan and apply.
