Hi sheetzy8217,
Welcome to the HP Support Forums. I understand that you are getting a 403 error message and that you are looking for a "Scan to Print" app.
To better assist you, would you please provide some further information:
- What make/model/product number of HP printer do you have (the title of the thread doesn't indicate a specific printer and you didn't mention your printer model)?
- How is the printer connected (USB cable, ethernet, or wireless)?
- What operating system are you using (Windows 7, or Mac 10.8, etc)?
- When you ask about a "Scan to Print" app can you please clarify? There is a 'Scan to Email' app, but no app titled 'Scan to Print'.
- Are you trying to print from a mobile device(s) (Smartphone or tablet)? If so, are the mobile device(s) Android or Apple?

Thank you for the quick response. I appreciate the additional information.
Let's start out by power cycling your network then resetting the printer. To power cycle your network please follow the steps below:
- Please turn the printer off.
- Please turn your laptop and mobile devices off.
- Please turn your router off (if it doesn't have a power button, please unplug the power cord from the router).
- Please wait a full 30 seconds.
- Please turn the router on or plug it back in and wait for it to finish it's start up routine.
- Please turn the printer back on and wait for it to finish it's start up routine.
- Please turn on your laptop and mobile devices.
- If you are still getting the same error please reset the printer using the document below.
You should now be able to enable web services and setup ePrint with an ePrintCenter/HP Connected account and choose the apps you would like on your printer.
