I'd like to help!
I understand you are unable to finalize the instant ink subscription.
Try using a different browser to complete the enrolment, (Ex: Chrome, Firefox, Edge)
You may also refer to the document -- Enrolling in HP Instant Ink
Also, Make sure the date and time on the computer are set correctly.

I just reached a solution to this after A LOT of trial and error.
The first thing you're going to want to do BEFORE restoring the factory defaults of your printer is to find another device that can connect to your printer (especially if you have one of the newer Macbooks with limited ports). This device should preferably be a laptop. This is important because this is how you'll be able to reconnect your printer back to the wifi. After I restored factory settings, the WPS function on my router did not work anymore (in terms of communicating with my printer) so you'll have to manually connect the printer to your computer.
After you confirm that your computer will be able to connect to the printer, using the USB cable that comes with the printer, open the HP Smart app on your main computer and go to PRINTER SETTINGS > ADVANCED SETTINGS > SETTINGS > RESTORE DEFAULTS and choose Restore Factory Defaults. Once you do this, it resets the printer to factory settings. After that's complete, connect your computer of choice to the printer using the cable.
Restart the HP Smart app and you'll see your printer. Click it and HP Smart should ask you if you want to enable a wireless connection. SELECT YES. This restores a wifi internet connection between any device and the printer. Once you do that. Try setting up InstantInk again and a test page will print letting you know that your InstantInk subscription is now set up. The test page will say "Congratulations...here's your Wifi Direct email...something something.."
This process is way too complicated for what it is, but hopefully, this helps others get InstantInk Subscription access. And no, I don't work for HP, no one's paying me to say this. I just happened to spend over 6 hours yesterday trying to figure this out, even calling in, to no real avail. But now I'm all set! Hopefully it's a breeze for you.
