I like to use photo cards that are 7 x 10 inches. Some are printed in verticle position and others are in the horizontal position. I use Photoshop Elements to plan the cards and print them. The print result has an uneven border around the image. I can't find a way to adjust the image to create an even border all around the image.

The issue is perhaps that the shape of the photo does not match the shape of the paper.

Aspect Ratio: The ratio of the width to the height of an image or screen

If you first edit the shape / size of the photo to be printed to match the shape / size of the paper used for printing that image, the border will better match in both vertical and horizontal.

Most Photo editing and printing software, to a greater or lesser extent depending on quality and features, offers the option to crop the image into the approximate shape needed.  More sophisticated software likely provides the options to crop / shape the image to the exact shape / size necessary to print on various paper sizes and shapes.

If more "shape" precision is needed (than available in your printing software), consider using an Aspect Ratio Calculator to help visualize the results.

Photo Edit / Print Software

If Photoshop is not providing the print options necessary to center the image before printing, there are other (free) options available to help.

Option

HP Photo Creations  takes the guess work out of "how to print".

HPPC reduces print errors by helping you select, visualize, and print your photos.  The software provides both a crop option and can automatically crop a photo for the shape / size of the paper to be used to print the image.

At the very least, it is worth looking at what the program can do.

Download, save, and install the HP Photo Creations Software

Open the program > Select Prints > All Prints > Custom Size

Option

If you are satisfied with the shape of the image, the image needs only a simple "crop" edit to fix the shape, or your need is simply to fit the image (as it is) onto the shape of the paper, consider using  Paint to view (,crop,) and then print the photo.

Paint provides basic editing tools and print options to center your image both vertically and horizontally on the paper.  Centering reduces the "uneven" border effect.

Example:

Open image in Paint > File > Hover over Print > Page Setup >> Adjust / Select for:

Size, Tray / Source, Orientation, Scaling, Centering
