Android 9.0 Pie

I just want to use my printer locally without having to sign on or being linked to the www. Sometimes I would still appreciate a bit of privacy and security without the fear that I accidently send my personal documents to someones else printer next door. I tried using my printer locally but basically refuses to work without me signing in. Or is the some way around this and why is this not a default setting, local usage first.

It's me responding to my own question because the edit function would  not work.  Based on previous responses to similar questions it seems that, what once was is no more not only on Android but on iOS and windows desktop. HP can claim what they like about not storing any data on their servers but that guarantees nothing. Just like the whole idea around 'cold storage' when storing cryptocurrency I should be able to cold store and cold use my own printer in the privacy of my own house. I can still print without signing in but it's no longer possible to scan documents that I want to send or save electronically for some inconceivable reason. I tried getting around it by going 'old school' and physically connecting my windows laptop to the printer but Smart Print still demanded that I sign in. If there is a work around why make it so difficult for simple home users??  If HP choses to play this ridiculous game then I will bring both of my HP printers to the waste disposal center and search for and buy an alternative make of printer that allows me to use all its functions without being forced to signed into anything.
