What device do you have, and specifically what SW package are you attempting to download and install?   It is indeed strange that your compatibility is set for XP SP3... did you try changing the compatibility back to Windows 8?

Reference messages on page 15 nov 2013 when I started all of this.  Printer is C4750. Using the HP print and scan doctor, directs me to the HP Web site  to download the Full software solution.  The primary issue is using the scan feature.  With Windows 8, I cannot upload the printer software that came with printer.  Following the instructions, using Windows 8 64 Bit, everything tells me the download was completed, but when the extracting dialoge box reaches 99%, the box disappears and nothing happens where I should see the install dialoge.  The file is in my  C drive, and when clicking on it, it extracts, then nothing happens.  Out of curiosity, I checked the compatibility and it showed windows 7 to XP.  The last check I did only showed windows XP service pack 3.

I re-read those messages.   Are you absolutely sure you don't find any folders starting with "7z" in your temp folder after you run the extraction?   I dowloaded the exact same SW package you were trying on my Windows 8.1 system, and it extracted and ran fine.  I also verified that there was a folder starting with "7z" in the Temp folder.    

 

Another option here is download a 3rd party ZIP tool such as WinZip or WinRAR, and extract the EXE manually.    The installer package you downloaded is nothing more than a self extracting ZIP file designed to extract to your %TEMP% folder.   Try installing a 3rd party ZIP tool, then right click on the installer package and look for an option to extract the files to a folder.    Pick the folder of your choice.   Then find and run the Setup.EXE program.  

 

You should not have to mess with the compatibility options for EXEs as by default it should be targeted at Win 8.      And by default the compatibility mode check box you see under the compatibility tab should be unchecked.   You could try checking it and picking "Windows 8".   If you do not see Windows 8 as an option, I would start to suspect a corrupted Windows 8 install...

Thanks for the response.  This is a real mystery.  I checked the 7z folder in the temp, right now I have 3 7z folders since I attempted to open the file 3 times today and cannot find the setup exe file. Unless it is buried in a sub folder which I checked many of them. I found an HPsetup folder and upon clicking on it, nothing seems to happen, I checkd task manager and it is running bit 32 at 27%, still nothing has happended  to install the software. Eventually, I will shut it down as I have done twice before (I figure running for more than a week, something should happen) Maybe the NSA stole it.  Maybe the answer is this full version software doesnot support the c 4750, but I assumed teh website would have told me that.

This is indeed a mystery!   I downloaded and ran the same install package on my Win 8 system, and found the 7z folder and setup.exe within.  It's as if it's failing to self extract on your machine for some reason?  Never heard of that before but anything is possible i guess.  Again I would counsel trying  3rd party ZIP software (WinZIP, WinRAR, etc) and extract the package manually, and then find setup.exe and try again.

I was able to use HP Scan and Capture under Windows 8 for a while until it inexplicably started giving me a This App Can't Open error whenever I try to launch it.

I gave it another try and the  Full Software application appears to have downloaded.  Opening the 7z folder and find HPsetup, but no file setup.exe, the one thing that is consistant is when I open task manager, the HPSETUP is continuosly running as 32 bit.  I Have checked the compatability mode (file properties) and everytime, it comes up as windows 7,  I then change it to 8, and again the task manager shows the hpsetup running as 32 bit. Without knowing why things work, it seems 32 bit is not combatable with 64 bit and would therefore not install.  I also then upgraded to 8.1 hoping that maybe that would work.  Same as before, no change.  I also tried to download using HP install wizard from the website and I get the message after reaching 231 mb, download cancelled.  I also have used the HP Print and scan doctor directing me to the webpage to downolad.  The printer is working fine.

Scanner work around for HPC4750.  After being unsuccessful in installing the Full version software and driver from the HP web site, The printer has a SD disc slot that I now scan directly to.  Once the scan is completed, the SD disc is recognized by my PC windows 8.1 automatically opening the scanned file as JPG.  Then I can save to a folder.

seems to work OK for my Officejet 7500A
I just don't like using the Metro interface

I'd be happier if the good old HPScan.exe still worked from the desktop
