You likely have your network set to Metered access.
To check -- and to set the network as you wish (Not metered in this case):
How, When, and Why to Set a Connection as Metered on Windows 10
If necessary, Unset the metered access long enough to download and install your printer's Full Feature Software.
If you want to normally use Metered network:
After you have your updates / installations complete, go back into the setup and adjust (set Metered access ON).
