I was using my hp deskjet 3420 with Windows 7 by using the Deskjet 3600 driver as described at the following link.
Installing an Alternate Print Driver in Windows 7 for a USB Cable Connection
How would I do this under Windows 10 (64 bit)?

Hi @appletreasures,
Welcome back to the HP Support Forums! I read your post and see that you need drivers for the Deskjet 3420 model for Windows 10. I would like to help you out today. I have provided the steps for trying to add a generic driver in Windows 10.
From the Startup screen, (tiles menu) type in Devices and Printers, select Settings, click on Devices and Printers,
click on Add a Printer. Run the wizard and from the list select the HP Deskjet PCL3 Class driver.
Please let me know the outcome and if there is anything else I can help you with. Thank you.
I work on behalf of HP
