Hi,
I purchased the same mouse (HP produce Number H3T51AA) and have been using it with an HP zBook 15 G3.
I am having the same latency and lagging issues. When the mouse is idle for more than 30 seconds it will take a couple hundred milliseconds of latency before the mouse cursor moves. This is enough to slow me down.
Also at times when the mouse is idle longer then when is does start to move the cursor, the movement will be very jittery and seems to slow down the painting of the application window which has the focus.
I haven't identified any specific connection errors. Perhaps there are errors that are not being reported. I was hoping to find a firmware upgrade for the mouse.
I also have an HP USB mouse MSU1158 which does not exhibit these issues.
Does HP Support monitor this forum?

Don't worry I'd like to help you out.
Did you make any changes to the wireless mouse?
Does the issue persist when you use the touchpad on your laptop?
Try the steps recommended below.
If the mouse pointer does not track well, stopping frequently as the mouse is moved, try the following:
Change the surface under the mouse. Place the mouse on a light-colored mouse pad or white sheet of paper, and then check its operation. Use the wireless mouse on an opaque (not able to be seen through) surface. The wireless mouse may not work properly on the glass, grooved, translucent (light can be seen through), reflective, or see-through surfaces.
Replace the batteries. Remove the battery access cover and replace the batteries.
Clean the small plastic lens. Clean the lens on the underside of the mouse with a damp cloth or cotton swab.
Move the mouse closer to the receiver. Make sure that the mouse is within 30 centimeters (1 foot) of the receiver.
Remove any other objects. Move any objects that are between the keyboard, mouse, and the receiver, especially speakers.
Remove any large metal surfaces. If you are using the mouse or keyboard around large metal surfaces, move the receiver, mouse, and keyboard to a new location, away from the metal surface.
Reseat the wireless receiver or try another USB port. It is recommended that the USB receiver is placed away from USB 3.0 flash drive and USB 3.0 external hard drives.
Click Start > Type "mouse" > Click Mouse
Click the ClickPad Settings Tab
Click the ClickPad Settings Button
1 Click Sensitivity > 2 Click the Gears symbol OR Double click Sensitivity
If the cursor moves when you don't want it to, or moves too much, Move the notch closer to Heavy Touch
Open Control Panel > Mouse > Pointer Options. Uncheck Hide pointer while typing and see if it makes the problem go away.
If you are using a laptop disable the touchpad.
