This is absolutely ridiculous! I can't believe that so many people have been having this problem for so long without a finite solution.

I too am having exactly the same problem and it doesn't matter what I try I still cannot get Web Services to activate on my Photosmart C310a.

I have rebooted the router.
I have reset the network and wireless settings on the printer.
I have repowered the printer.
I have manually set the Primary and Secondary DNS.

And still I cannot access the Web Services server.

I am beginning to think that perhaps this is a corrupted firmware/hardware issue.

Is there no way of reinstalling the firmware through a USB connection seeing as it is not possible to check for an update through the printer?

I found that you cannot leave the DNS settings "Not Specified".  Go to Networking>Network Identification> and set the Primary (IPV4) and the Secondary (IPV4) setting to 8.8.8.8 and 8.8.4.4 respectively.  This solution completely resolved the problem of not being able to "Enable Web Services" for me.

Thanks to samuelesbe for the solution!
