Yes, the machine is a printer, which happens to have a scanner. If the cartridges are not there, the ink delivery system will get fouled up and ruin it, so there are safeguards against that.

 

If it was just a scanner, it wouldn't need cartridges, but it is both, so it does.

In my opinion it seems rather silly that it won't even let me set up and connect to WIFI without cartridges.  And I do understand that it is a printer but scanning does not require ink, so not sure why this is a requirement as well.   I'm sure there are ways to disable the ink delivery system so that the rest of the machine can work when there are no cartridges.
