HP ENVY Pro 6455 All-in-One Printer

I don't think I have WIFI, and I want to download an app to a brand new Android Tablet, using my PC.  How do I do that?

You first need to confirm that the app is supported in non-connected applications. Does your tablet have a USB port on it? If it does you could download the app to a USB stick and then insert the stick in the tablet (keep in mind that you may need an adapter depending on the connection type of the stick and your tablet.
