I bought an Samsung 990 pro SSD for my hp victus 15 f-a0xxx but When I m trying to clone it with macrium Reflect It shows error code - 0 and error code -21 i.e. is The cluster partition. So I tried with different OS cloning software and also tried a lot of methods to solve the issue. I kindly request you all to solve this problem in my system. Thanks in advance.

Not all cloning software will perform it's magic on SSD drives. EaseUS is what is recommended in this PC World article so you may want to try that. https://www.pcworld.com/article/2138560/how-to-clone-an-ssd-to-a-larger-ssd-with-no-data-loss.html

I suggest you contact Macrium support for assistance with their cloning software.
Otherwise, I recommend that you use the HP cloud recovery tool to reinstall Windows the drivers and the software that originally came with your notebook on the 990 Pro.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive for this.

Your other option would be to clean install W11 on the new SSD by making a bootable USB installation flash drive with the Media creation tool from the link below.

When doing a clean install, you will need to load the Intel storage controller driver near the beginning of the installation when Windows reports it cannot find any drives to install on.
I have zipped up and attached the Intel storage controller drivers that Windows needs to find the drive.
The attached file is good for both W10 & W11.
Copy all of the files in both folders in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W10/W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next and Windows should find the drive and install.
After W11 has completed installing, you can install the drivers and available software from your notebook's support page.
