Samsung Pro-Express C4060FX stuck on loading screen. Unsure of the password. The computer it is connect to via USB cable is not being recognized. Is there any way to reset this to factory settings without using the GUI? Or can I reload the software?

There is likely a reset or you can run a recovery, but that will require the recovery image.

Thank you, where can I get a recovery image from?

Replaced hard drive, tried loading recovery files. Gets to 20%, then goes back to loading screen. 

anyone had this before?

I used a 320gb HDD Toshiba (like for like replacement)
