Hi, i have HP ScanJet 5590. And i have also problem with that scanner. On display error code 23.

Greeting for the Day !!

23 Error is releated to the Lamp error !! 
Please reset the scanner
Recommended action:

Press the Power switch to the off position. Wait 30 seconds Disconnect the power cabe and hold the power for another 10-15 sec,and then press the Power switch to the on position to turn on the scaner.
If the error still continue you need to contact the hardware support / autherize service provider (ASP) to get the hardware service.

As you have already tried the possible steps as end user you may need to check with the hardware specialist or take it to Autherize service provider if the unit is out of the warranty terms  for service
