Hi,
is the printer connected via USB or through the network?
From Windows Explorer, right-click 'This PC' and select Properties - what is the listed computer name?

When you click Scan > Computer from the printer front panel, can you see a DIGNATOVICH (USB) option?
Select that option and then press Start Scan to scan from your computer.
If that fails, what exact error or behavior is shown?

Thanks for clarifying.
I suggest following the HP Print and Scan Doctor Utility by selecting Fix Scanning, be sure to follow any shown prompt and then check for any difference:
http://ftp.hp.com/pub/printers/hppsdr/HPPSdr.exe
If the utility cannot resolve the problem and return with an error, please clarify what exact error or behavior is shown.

So uninstall the HP Officejet Pro 7740 Basic Device Software from the Control Panel, then download and reinstall the latest software below:
http://ftp.hp.com/pub/softlib/software13/printers/OJ7740/OJ7740_Full_WebPack_40.12.1161.exe
If it is blocked, download it from a different connection and move the installation with a USB stick.
