Hi,
From the search bar type CMD, right-click on Command-Line and select Run as Administrator, be sure to confirm any prompt by pressing Yes.

Past the following command and press enter:

Sc config stisvc depend= rpcss/ShellHWDetection

Now restart your computer and try scanning, may you see any difference?

Hello,

I  try that and give me a SUCCESSFUL, reboot but still unable to scan.

Thanks ShlomiL, that fixed it on my Windows 11 Dell Inspiron 15 3000 series laptop.
I was about to give up so thanks.
1. I right clicked the CMD icon and selected run as administrator, copied your command string and pasted it into the CMD window and pressed Return.

2. Got the response: [SC] ChangeServiceConfig  SUCCESS

     c:\

3. Don't know if this made any difference but when I re-ran HP Print and Scan Doctor 5.6.4 after rebooting, I went through the checks for printing , even though I knew that was OK. Then re-ran the Doctor this time choosing to check the scan capability. Got all green ticks for Windows (WIA)  Scan, HP Twain Scan and HP Scan.  🙂
