Does the issue persist in BIOS?
Did you make any software or hardware changes on your PC?
Have you tried charging your laptop using a different adapter?
Please share the operating system you are running on your PC to assist you better.
As you mentioned when you plug or unplug the charger the laptop screen flickers.
Try updating the graphics driver and BIOS on your PC and check if it helps.
Update the BIOS using this link.

Try updating other drivers on your PC using HP support assistant and check if it helps.

Run Windows Update on your PC.
In Windows 10, search for and open Windows Update.
On the Settings Update and Security screen, click Windows Update.
Follow any on-screen instructions.
Try restoring the BIOS to default and check if it helps.
