Brand new HP Stream showed the strange white lines screen, but then booted into the setup screen (location, language, etc) just fine. After setting up, I let it go to sleep and the black and white screen returned. It wouldn't return to windows unless I held down the power button and restarted. Restarted into the black and white lines. Did a complete reset via the safe mode screen (resintalled windows completely), but once the install was done, I got the black and white lines again when it restarted. Sometimes after a restart Windows comes up and it works fine. Other times I get the frozen loading screen.
I have noticed an issue like this popped up in this forum in 2015 and followed those directions to install drivers, but the problems remain.

If the notebook is brand new, you should probably return it to the seller for a replacement. If you want to try to troubleshoot it yourself:
- Tap the Esc key while starting up to enter the BIOS setup menu to see if the issue is there.
- Connect it to an HDMI TV to see if it has the issue.
- Boot it with a Live USB of Linux such as Ubuntu to see if that has the issue.
